Vilma Misiukonienė is a professional with 20+ years of experience in IT industry, IP & Tech-law, within the last decade in EU affairs and digital policies. Change-maker, the co—author of the EU flagship initiative on Digitalisation Harmonisation of EU and EaP markets (HDM). Vilma serves Governments and businesses as a consultant of EU Affairs and Digital policies in GovTech, eID, paperless Transport, digital infrastructures, disrupting technologies, like AI, blockchain. Currently assisting Ukraine on joining EU Digital Single Market.
She has an inter—interdisciplinary background, strong connections with the digital industry, and works with national, G2 G authorities, legislators, and EU institutions. V. Misiukoniene gained her expertise when worked at different positions with local, European, and international ICT industry associations and continues to advise some. She has lead nationally six major awareness & advocacy EU campaigns on e-Skills, free Internet, Copyright Levies, software Anti-piracy awareness, software patentability. V. Misiukoniene held the role of Special Advisor for Lithuanian Presidency in the EU. She has long-term experience working on strategic digital issues (e-Government, privacy, and Cybersecurity, IPR, data governance, etc.) nationally and internationally (Baltic states, Brussels, Ukraine, etc.).
Vilma is recognized not only as a persistent ice—breaker in dialogue with legislative authorities. She was invited to join the Stakeholder group at ENISA, EU Agency for Cybersecurity. Facilitator for women empowerment and digital entrepreneurship, part of Women In Tech community.
Musician and artist, speaker at public events. Passionate about digital intelligence and transformation, emerging technologies, and arts. Vilma holds MSc in Applied Maths & IT from Vilnius University and LL. M. Law from M. Romer University.
